What the VW-group immobilizer actually is
On an Audi or a Volkswagen the immobilizer is not one box. It is an agreement between several modules that all have to tell the same story before the engine is allowed to run, and which modules are party to that agreement depends entirely on the generation.
Immo 3 (roughly late-1990s to mid-2000s). The immobilizer lives in the instrument cluster. The cluster holds the key data, challenges the transponder, and gives the engine controller permission. Most faults here are cluster faults, and most cluster faults are data faults rather than hardware failures.
Immo 4 (roughly mid-2000s to early 2010s). The cluster still runs the show, but the engine controller and — on keyless cars — the Kessy module are now bound into the chain by a shared component security value. Swapping any one of those three parts without addressing that value produces a car that cranks and refuses to start.
Immo 5 / MQB (roughly 2013 onward). Component protection becomes the architecture rather than a feature of it. Modules are individually paired to the vehicle, and a module transplanted from a donor car will not simply wake up and work — it announces itself as foreign and has to be adapted. The four jobs behind one warning light
1. Key adaptation. The modules are healthy; the car simply needs a key it recognises. Either you want a spare, or every key is gone. Nothing is repaired and nothing is replaced. This is the cheapest outcome and the most common one.
2. Stored-data repair at the cluster or ECU. The hardware is fine but the immobilizer data has degraded — a corrupted key entry, a partial write from a previous attempt at another shop, a security value that no longer matches across modules. The fix happens at data level: the module is read, the fault corrected, the data written back. Nothing is replaced. A shop that only replaces parts has no reason to look for this and will not find it.
3. Component-protection coding after a module swap. Somebody has already fitted a used or dealer-supplied cluster, ECU, Kessy or comfort module, and the car rejects it. The parts are correct; the pairing is missing. This is a coding job, not a hardware job, and it prices accordingly — and it is the single most common reason a car will not start after an ECU swap.
4. Module replacement with the chain rebuilt. A controller is genuinely dead — water intrusion, a failed board, a fried driver. A replacement is fitted, adapted to the VIN, and the security chain re-established end to end. This is the four-figure row, and it is the least common of the four.

The first is the gap between the spare row and the all-keys-lost row: roughly $300 on the same car, for the same outcome, separated only by whether one working key still exists on the day you call. That is the strongest argument in the whole trade for buying the spare early.
The second is that component-protection coding has no meaningful dealer column. A dealership does not sell that operation as a standalone service — it performs it silently as part of installing a part it supplied. Which means an owner who has already bought a module elsewhere, or pulled one from a donor car, has essentially one path: an independent shop that can code it. The symptoms and what they usually mean
Immobilizer light flashing, engine cranks but never fires. Textbook immobilizer rejection. The starter is being allowed to turn; fuel and spark are not being authorised. This is the symptom the whole page is about.
Immobilizer light steady with no crank at all. Usually not the immobilizer. Look at the starter circuit, the ignition switch, the battery and the neutral safety input before anyone reads a module. The steady light can simply be a bulb-check state that never cleared.
Remote locks and unlocks the doors, but the car will not start. The radio side of the key and the transponder side are separate systems inside one fob. Starts, runs for two seconds, dies. Classic partial-authentication behaviour on Immo 3 and Immo 4 cars: the engine controller starts, fails the handshake, and shuts down. Almost always a data or key issue, rarely a mechanical one.

Why a failed attempt at another shop costs more to fix
VW-group immobilizer data is unforgiving of half-finished work. A shop that starts an adaptation with the wrong tool, or loses power mid-write, can leave a cluster or ECU with a key table that is neither the old one nor a valid new one. The car then behaves worse than it did before: no key works, including the ones that worked that morning.
That is a recoverable situation, but recovery is a real job. The module has to be read, the state of the stored data established, and a valid table rebuilt — often at bench level rather than through the OBD port. It is the reason we ask, on every call, whether anyone has already attempted the work. It changes the plan and it changes the price, and it is a great deal cheaper to be told the truth at the start. Why so much of this is a locksmith job rather than a mechanic job
Because on an immobilizer failure the mechanical parts of the car are usually perfect. The engine is fine, the fuel system is fine, the starter is fine. What has failed is an authentication agreement between controllers — which is diagnostic and data work, done with key and module tooling, not with a lift and hand tools.
That is also why a body shop or general repair shop will often tell an Audi owner to go to the dealer: not because the dealer is uniquely capable, but because the equipment involved is specialised and there is no reason for a general shop to own it.
